As the UK moves towards implementing Martyn’s Law, venue operators across the country must begin preparing now for new legal responsibilities around terrorism protection. 🛡️ What Is Martyn’s Law?

Officially titled the Terrorism (Protection of Premises) Bill, Martyn’s Law is named in memory of Martyn Hett, one of the 22 victims of the 2017 Manchester Arena attack. The legislation is designed to improve public safety by making sure that venues and organisations have appropriate preparedness and protection measures in place.

📍 Who Will Be Affected?

Martyn’s Law applies to a wide range of publicly accessible venues across the UK—from theatres, arenas, and stadiums to shopping centres, places of worship, schools, and hospitals. It introduces a tiered approach based on venue capacity:

🔹 Standard Tier (100–799 capacity):
  • Undertake basic terrorism risk assessments
  • Deliver staff training on threat awareness and response
  • Implement simple action plans
🔸 Enhanced Tier (800+ capacity):
  • Conduct comprehensive risk assessments
  • Appoint a designated senior officer responsible for security planning
  • Implement more detailed emergency procedures
  • Work more closely with emergency services

📆 When Will It Be Introduced?

The legislation is progressing through Parliament and is expected to be enacted in 2025. Although that may sound distant, the steps required to comply—particularly for enhanced-tier venues—demand time, resources, and planning.
